Sri Lanka’s Cabinet green lights Rs. 626 million digital public sector communication platform

Daily FT: In a major step towards public sector digitalisation, the Cabinet of Ministers last week green lighted a Rs. 626 million project to establish a unified ‘Digital Communication and Collaboration Platform’ for Government employees.

The initiative will be implemented this year as part of the country’s broader digital transformation agenda under the Digital Economy Plan approved by the Cabinet of Ministers on 21 October 2025.
Announcing the decision during the weekly post-Cabinet meeting media briefing last week, Cabinet Spokesman and Minister Dr. Nalinda Jayatissa said the platform is intended to create a secure, modern ecosystem for communication, coordination, and workflow management across State institutions.
He described the project as a “transformative” step that will cut across multiple sectors, forming a foundational component of efforts to modernise public administration, with tools to support decision-making, improve efficiency, and streamline internal processes within State institutions.
Positioning the project within the Government’s broader vision for a digital economy, Dr. Jayatissa said Sri Lanka has the capacity to replicate successful digitalisation models seen in countries such as India, particularly given its relatively smaller administrative scale.
He acknowledged, however, that such a system should have ideally been introduced at least a decade earlier, stressing the urgency of fast-tracking its implementation despite the high upfront investment.
The proposal to this effect was submitted by President Anura Kumara Dissanayake, in his capacity as Digital Economy Minister.

OSL take:

Sri Lanka’s digital industry has become a hotspot for business/investment opportunities given the country’s commitment towards transforming the country into a digital economy and expanding the industry to meet the increasing demand while being on par with the fast-evolving global digital industry. The Sri Lankan government has also launched an aggressive digitization drive covering all sectors of the country to further develop and expand the digital industry and related sectors in the country. Given all these factors, Sri Lanka’s digital industry and related sectors present a host of business/investment opportunities. The growth, profits and expansion of businesses already engaged in the industry and the increasing interest among foreign businesses/investors to enter Sri Lanka’s digital industry indicate the growing business potential in it. Foreign businesses/investors could therefore explore the expanding business/investment opportunities in Sri Lanka’s digital industry and related sectors while also looking at expanding operations in Sri Lanka through local collaborations.
