Sri Lanka calls for RFIs to launch Green Hydrogen, Ammonia projects

EconomyNext: Sri Lanka’s Ministry of Energy and the Board of Investment (BoI) have called for Requests for Information (RFI) for the development of Green Hydrogen and Green Ammonia projects in the country.

With offshore wind and solar potential already identified, Sri Lanka’s National Hydrogen Roadmap (2023) positions the country as a future regional hub for green hydrogen and ammonia production and export, the BoI said in a statement.

“This RFI invites qualified local and international investors, developers, and operators to submit project concepts for Green Hydrogen/Ammonia manufacturing, export terminals, storage facilities, and component manufacturing.”

This is in line with Sri Lanka’s avowed targets of generating 70 percent of its electricity through renewable forms by 2030 and achieving carbon neutrality in power generation by 2050.

The country also plans USD 1 billion in annual green energy export revenue by 2030.

The RFI submission deadline is 5 June 2026 (1500 hrs SL time).

In 2023, then President Ranil Wickremesinghe told parliament a key objective of Northern and Eastern development plans was to harness the regions’ renewable energy potential through the production of green hydrogen and green ammonia using innovative technology.

Green hydrogen is a key future ship fuel that could replace fossil bunkers. Green ammonia is another fuel made from green hydrogen by adding nitrogen separated from the air with renewable energy.

OSL take:

Sri Lanka is steadily opening new pathways for foreign investment as it transitions toward a more diversified, export-oriented, and green-growth economy. A notable signal of this shift is the recent call by the Ministry of Energy and the BoI for RFIs to develop Green Hydrogen and Green Ammonia projects, positioning the country early in what is expected to be a major global energy transition market. Backed by the National Hydrogen Roadmap (2023), Sri Lanka is leveraging its strong renewable energy fundamentals, particularly offshore wind and solar potential, to build a future role as a regional hub for clean fuel production and export. For foreign businesses/investors, this creates early-stage business/investment opportunities in project development, infrastructure financing, electrolyser technology deployment, and long-term energy export value chains. As global demand for decarbonisation accelerates, first movers in this sector could benefit from strategic positioning in an emerging market with significant resource potential. Beyond green hydrogen, broader business/investment opportunities are expanding across multiple sectors. Renewable energy development, industrial manufacturing, logistics, and export processing are gaining traction as the country works to strengthen foreign exchange earnings and rebuild economic stability. At the same time, reforms aimed at improving investor facilitation through the BoI are helping reduce entry barriers and streamline approvals. Sri Lanka’s evolving energy strategy and wider economic reforms are creating a compelling landscape for foreign businesses/investors seeking early entry into a transitioning frontier economy – particularly in sectors aligned with sustainability, infrastructure development, and export-led growth.
