Urban Development Authority receives bids for all seven Ekala plots

The Morning: The Urban Development Authority (UDA) has received bids for all seven plots of land offered for logistics and associated development projects in Ekala.

Speaking to The Sunday Morning Business, UDA Deputy Director General – Real Estate and Land Management E.A.C. Piyashantha revealed that the UDA had invited proposals from interested investors for logistics and related development projects on its land in Ekala.

He added that this related to the remaining UDA land adjoining the 36-acre plot on which the Access Group had been granted approval to build a logistics park in 2022.

Responding to queries as to the exact number of bids received, he stated that while he was unable to recall the precise figure, bids had been received for all seven plots offered.

“We are offering seven lots of land in Ekala. We have received bids for all seven lots,” he stated.

Piyashantha further revealed that the evaluation process had been completed and that the UDA was currently in the process of selecting bidders.

The UDA, in December 2025, published an advertisement calling for Requests for Proposals (RFPs) for logistics and associated development projects in Ekala. The land is being offered on a 50-year lease across seven lots in two land blocks.

According to the UDA advertisement, in the first block, Lot 5 and Lot 6, each measuring one acre and 20 perches, is valued at Rs. 113.83 million apiece, while the larger Lot 8, extending to one acre, two roods, and 27.3 perches, carries a base value of Rs. 211.3 million.

The second block comprises four larger lots. Lot 5, measuring two acres, commands the highest base value of the entire offering at Rs. 255.85 million, followed by Lot 1, at two acres, two roods, and 14 perches, valued at Rs. 247.76 million.

Lot 2, extending to two acres, one rood, and 10 perches, is valued at Rs. 237.64 million, while Lot 3, measuring two acres and 26 perches, carries a base value of Rs. 222.48 million.

OSL take:

Sri Lanka’s ongoing infrastructure and urban development programme is generating a growing pipeline of business/investment opportunities for foreign businesses/investors, as the government accelerates efforts to position the country as a regional hub for logistics, manufacturing and services. The strong investor response to the UDA’s latest land offering in Ekala underscores this momentum. With bids received for all seven plots earmarked for logistics and associated development projects, investor interest remains robust in strategically located industrial and logistics assets. The sites complement the 36-acre logistics park approved for development by the Access Group, signalling the emergence of Ekala as a key logistics and distribution cluster. The development reflects a broader trend across Sri Lanka, where industrial zones, logistics parks, mixed-use developments, transport infrastructure and urban regeneration projects are creating business/investment opportunities for international businesses to participate in the country’s long-term growth agenda. For foreign businesses/investors, opportunities extend well beyond construction into warehousing, supply chain management, freight forwarding, cold-chain facilities, smart logistics technologies, industrial real estate and value-added manufacturing. As Sri Lanka strengthens its connectivity and modernises its infrastructure, demand is also expected to increase for engineering services, renewable energy solutions, digital infrastructure and sustainable urban development. With the Sri Lankan government continuing to unlock state land for strategic investments and promote public-private partnerships (PPPs), Sri Lanka’s development programme is emerging as an attractive platform for overseas businesses/investors seeking to establish a presence in one of the Indian Ocean region’s evolving logistics and commercial hubs.
