Ruwanpura Expressway project fast-tracked
• Public Administration and Home Affairs Minister W.D.J. Seneviratne says that the President has granted approval for the construction of a highway to be built via Ratnapura to Pelmadulla.
• The expressway is proposed to be constructed from Kahatuduwa to Ratnapura via Horana, Ingiriya, Kiriella, Kuruwita, Ratnapura, and Palmadulla.
• The expressway, which is to be named the “Ruwanpura Expressway,” will span across 71 kilometers from the Kahatuduwa entrance to the Southern Expressway up to Pelmadulla via Ratnapura.
• Motorists traveling from from Ratnapura will be able to reach Pelmadulla within an hour via Moragahahena, Handapangoda, Horana, Ingiriya and Kiriella.

• History: Completion expected in early 2019

The Ruwanpura Expressway, also known as the Ratnapura Expressway will be Sri Lanka’s 6th E Class highway.
The 71.8 km (44.6 mi) long highway will link the Kahathuduwa exit on the Southern Expressway with Pelmadulla, a major city in Sabaragamuwa Province, Sri Lanka, via Ratnapura, the provincial capital of Sabargamuwa Province.
Construction of the highway is proposed to commence in September 2014 and will be built in 3 stages.
The expressway is proposed to be completed by 2019. It is anticipated that the new expressway will reduce commuting time between Colombo and Ratnapura to 45 mins and Colombo and Palmadulla to one hour.
The survey work for the acquisition of land is now underway for the launch of the Panadura Ratnapura Expressway project, Highways Minister Lakshman Kiriella said.
Mr. Kiriella said the work on the elevated road project between Kelaniya-Rajagiriya and the Colombo-Kandy Expressway would also commence soon.
The construction of an expressway linking Panadura and Ratnapura was proposed during the previous regime. Once constructed, the travel time between the two cities would be reduced to half an hour.
It was discussed that the proposed expressway will provide transportation facilities to people who live in Colombo, Badulla, and Kalutara Districts since it would only take an hour to reach Colombo from Ratnapura through the expressway.
The EXIM Bank of China has agreed to fund this project.
The Chinese government has recommended the following 4 companies to undertake the construction of this project.
1. China National Technical Import and Export Corporation(CNTIC)
2. China National Aero-Technology International Engineering Corporation (CATIC-ENG)
3. China Harbor Engineering Company Ltd. (CHEC)
4. Hunan Construction Engineering Group Corporation(HCEGC)
The project will be divided into 4 sections and each section will be allocated to the above 4 companies.
The feasibility and the EIA will be completed before awarding the project for construction.
