Supply and Delivery of 756 MT of Liquid Chlorine Packed in 900 KG Capacity Owned Cylinders To Paranthan Chemicals Company
Paranthan Chemicals Company Limited (PCCL), a 100% Government-owned enterprise under Sri Lanka’s Ministry of Industry and Entrepreneurship Development, has launched a strategically important programme for the supply of 756 metric tons of high-purity liquid
chlorine, packaged in company-owned 900 kg cylinders, through a Limited International Competitive Bidding (LICB) process. Liquid chlorine is a critical national input for drinking water treatment, sanitation, public health protection, and key industrial applications,
making supply continuity a matter of national priority. The programme mandates internationally benchmarked quality standards, including minimum chlorine purity of 99.5% v/v, ISO-17025 third-party laboratory certification, and strict safety, shipping, and handling
compliance, ensuring operational reliability and regulatory confidence for all participating partners. The project is structured around a phased-six month supply cycle, with predictable monthly shipments secured through irrevocable Letters of Credit, performance guarantee, and a CIF-based commercial framework that enhances revenue visibility and migrates counterparty risk. In addition to product supply, the programme incorporates cylinder maintenance and lifecycle management, introducing a recurring service component
alongside core trade flows. Supported by transparent evaluation criteria, internationally recognised arbitration mechanisms, and sovereign institutional backing, the initiative offers investors and partners a low-risk, repeatable entry point into Sri Lanka’s essential chemicals and public utilities value chain, with clear potential for long-term collaboration, scale, and renewal.
