Package 3 Phase II – National Transmission & Distribution Network Development & Efficiency Improvement Project
The National Transmission and Distribution Network Development and Efficiency Improvement Project (NTDNDEIP) is a key power sector infrastructure initiative of the Ceylon Electricity Board (CEB), financed by the Japan International Cooperation Agency (JICA) under Loan No. SL-P113. The project aims to strengthen Sri Lanka’s high-voltage
transmission network, improve grid efficiency and reliability, and support long-term energy security through targeted upgrades to critical transmission corridors. Package 03 involves the construction and completion of strategically important 132 kV and 33 kV transmission lines linking major grid substations including Polpitiya, Kiribathkumbura, Ukuwela, Naula, and Dambulla. These lines form a vital transmission backbone across the Central and North-Central regions, facilitating bulk power transfer, hydropower integration, and future renewable energy evacuation while reducing network congestion and transmission losses. Implemented under a Japanese ODA-compliant international competitive bidding framework, the project benefits from transparent procurement, clearly defined contractual responsibilities, and strong payment security. Overall, Package 03 presents an attractive opportunity for EPC contractors, strategic partners, and investors to participate in a nationally significant, donor-funded transmission infrastructure project with strong execution visibility and long-term strategic value.
