IMPLEMENTATION OF THE VALUE ADDITION PROJECT FOR ROCK PHOSPHATE MINED BY LANKA PHOSPHATE LTD
The Government of Sri Lanka, is inviting investors to participate in a landmark Public-Private and People Partnership (PPPP) initiative to establish a fully integrated value addition project for Eppawala Rock Phosphate (ERP). The project, structured under a Design, Build, Finance, Operate, and Maintain (DBFOM) model for a 30-year term, seeks to transform Sri Lanka’s phosphate resources into a sustainable foundation for agricultural growth and export competitiveness. This initiative will involve the modernisation of the ERP facility, the establishment of a Single Super Phosphate (SSP) fertilizer manufacturing plant in Kappalthurai, and the creation of an independent sulphuric acid production plant to ensure self-sufficiency in raw material supply.
The project represents a strategic opportunity to strengthen Sri Lanka’s food security and agricultural productivity, reduce dependency on fertilizer imports, and generate strong economic returns through export of value-added phosphate products. It is expected to create over 500 direct skilled and semi-skilled jobs, stimulate local economies in the North Central and Eastern provinces, and foster technology transfer through advanced processing methods and sustainable industrial practices. With assured government support in land allocation, infrastructure facilitation, and regulatory approvals, investors will benefit from a secure supply of ERP, favourable policy backing, and access to both domestic and regional markets.
