ESTABLISHMENT OF 160MW / 640 MWH STANDALONE BATTERY ENERGY STORAGE SYSTEM FROM 10MW / 40MWH IN 16 LOCATIONS ON BUILD-OWN-OPERATE BASIS

The Ceylon Electricity Board (CEB), under the Ministry of Energy, has published a tender inviting international investors to participate in the establishment of a 160 MW / 640 MWh Standalone Battery Energy Storage System (BESS) network. Structured under a Build, Own, and Operate (BOO) model for a 15-year operational period, this national initiative is part of Sri Lanka’s commitment to energy security and renewable integration. Through this tender,CEB seeks qualified developers to design, finance, construct, and operate 16 individual BESS units, each with a capacity of 10 MW / 40MWh, strategically located across key regions in the country.

The selected sites for grid connection, each limited to 33kV interconnection are,Kilinochchi, Vavuniya, Polonnaruwa, Valachchenai, Ampara, Vavunathivu, Monaragala,Mahiyanganaya, Chunnakam, Beliatta, Galle, Matara, Hambantota, Old Anuradhapura, Maho, and Panadura. Developers will benefit from a fixed monthlycapacity charge in LKR for the full contract duration, with no indexation or currency fluctuation risk. Each project site requires minimal land approximately 0.8 acres within a 5km radius of their respective substation, and all grid interconnection costs are to be incorporated into project design. Investors are expected to carry out feasibility studies, secure land and environmental approvals, and propose competitive capacity charge rates. This tender presents a timely opportunity for energy investors and technology providers to enter Sri Lanka’s emerging energy storage market through a structured, government-backed initiative that aligns with global ESG investment trends and supports the transition.
