APPOINTMENT OF A MASTER SYSTEM INTEGRATOR FOR THE UNIQUE DIGITAL IDENTITY (SL UDI) PROJECT
The Unique Digital Identity (SL-UDI) Project is a transformative initiative launched by the Government of Sri Lanka to create a comprehensive, secure digital identity framework for all citizens. The project supports the country’s vision for a smart, digitally inclusive society with improved governance and service delivery. Implemented under the leadership of the Ministry of Digital Economy in collaboration with the Department for Registration of Persons (DRP) and the ICT Agency of Sri Lanka (ICTA), SL-UDI will assign each citizen a unique digital identifier. The project will adopt the Modular Open-Source Identity Platform (MOSIP), enabling flexible, scalable, and interoperable identity management aligned with international best practices. IThe appointed Master System Integrator (MSI) will oversee the design, supply, implementation, integration, operations, and maintenance of the entire SL-UDI ecosystem. Beyond technology deployment, the project covers the establishment of nationwide enrolment centres, the provision of biometric kits, secure data centres, disaster recovery sites, and citizen service centres. Extensive training and capacity-building programmes will equip government personnel to manage and sustain the system effectively. Ultimately, the SL-UDI Project will deliver a secure, citizen-centric digital ID platform that strengthens governance, promotes financial and social inclusion, and accelerates Sri Lanka’s digital transformation journey.
