Green Tape powers digital tenders, driving new era of transparent procurement in Sri Lanka

Daily FT: Green Tape, Sri Lanka’s cutting-edge integrated digital procurement ecosystem, has reached a major milestone with the execution of its 10,000th tender; underscoring the growing shift toward transparent, accountable, and sustainable business practices.
The tender, for the supply of electronics and computer hardware, was called by Alliance Finance Company PLC, and the successful bidder was Leosys Corporation, which joined the platform in late 2024.
The surpassing of 10,000 digitally-executed tenders highlights Green Tape’s growing role in reshaping procurement, a sector long plagued by inefficiency, opacity, and malpractice; and affirms the SaaS procurement solution as a Sri Lankan success story of global relevance.
Since launch, Green Tape has facilitated over Rs. 30 billion in procurement, and has linked more than 50 buyers, including 20 Tier I corporates, with over 4,500 suppliers across agriculture, apparel, construction, insurance, IT, packaging, and professional services.
Procurement in Sri Lanka has often been slow, paper-heavy, and mistrusted. Designed to remedy this and developed locally by Affno Virtual Market Ltd. (AVM), part of the Affno Group, Green Tape delivers a transparent, auditable, end-to-end digital ecosystem that sets a new benchmark.
“The milestone of 10,000 completed tenders reflects trust in a system that eliminates inefficiency, strengthens compliance, and empowers smaller enterprises; all essential elements of good governance and sustainable value creation,” said AVM Chairman Hiran Cabraal. “Green Tape is transforming procurement into a driver of trust, efficiency, and inclusivity.”
Alliance Finance Company PLC Deputy Chairman/Managing Director Romani De Silva added: “At Alliance Finance, we’ve always believed that strong governance and sustainability go hand in hand. Reaching the 10,000th tender milestone on the Green Tape platform is a proud moment for us; a reflection of how responsible finance and transparent procurement can quietly set new standards for doing business the right way.”
Until now, most Sri Lankan enterprises lacked access to affordable, structured procurement systems. Green Tape fills this gap by integrating five tools; Enterprise: digital workflows with built-in compliance, GroupBuy: Aggregated SME demand for better prices, Credit: Supply chain financing, Docs: Contract lifecycle management, and OpenSale: Transparent e-auctions of surplus assets.
Using Green Tape, corporates report faster cycles, lower costs, and stronger governance. Every transaction is digitised and traceable, closing the door on malpractice, and SMEs now enjoy structured access to Sri Lanka’s largest buyers, unlocking growth once out of reach.
By digitising procurement and cutting paper-heavy processes, the platform not only strengthens governance but also reduces waste, advancing Sri Lanka’s transition toward sustainable business operations aligned with Sustainable Development Goals.
Already adopted by leading groups such as Sunshine Holdings PLC, Alliance Finance PLC, Silvermill Group, International Distillers (IDL), and McLarens Holdings, Green Tape was also ranked a Top-Five Finalist at the Asia Pacific Procurement Awards 2024 in Singapore.

“With two decades of digital expertise, the Affno Group built Green Tape to transform procurement in Sri Lanka,” said AVM Managing Director Suren Kannangara. “Harnessing local talent, the platform blends governance, efficiency, and innovation, proving Sri Lanka can not only meet international standards but lead in applying digital innovation to advance transparency, governance, and sustainability.”
